Job Description
In order to qualify, you must meet the education and/or experience requirements described below. Qualifying education experience includes A Bachelor's Degree from an accredited college or university in management, public administration, business management, or related field. AND CORE QUALIFICATIONS: Executive knowledge of, and experience with the administrative operations of a large organization as outlined in the Summary of Duties. Experience in establishing, maintaining administrative, and quality control processes. Proven ability to analyze problems and evaluate viewpoints and proposals. Proven ability to communicate effectively, both orally, and in writing as well as the ability to establish effective working relationships with senior management staff and other high-ranking officials in a dynamic and complex environment. Mandatory Executive Core Qualifications (ECQs): All applicants must submit a written narrative in response to the following ECQs. Each ECQ should contain at least two examples describing your experiences, accomplishments, and results. Responses to ECQs must not exceed 10 pages. It is recommended that applicants prepare the ECQs in a Word document and upload it into the application system. Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to the ECQ is the ability to establish an organization vision and to implement it in a continuously changing environment. 2. Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. 3. Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. 4. Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. 5. Building Coalitions: This core qualification involves the ability to build coalitions internally and with other federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Mandatory Professional Technical Qualifications (PTQs): All applicants must submit a written narrative response to the following TQs. Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc. Responses to TQ(s) must not exceed 2 pages per TQ for a total of 6 pages. 1. Executive expertise in budget formulation and execution sufficient to justify, oversee, and execute the annual budget process. 2. Executive experience in financial management and federal procurement sufficient to direct, oversee, and maintain the procurement, internal controls, and financial reporting of a complex organization. 3. Executive expertise in information technology management sufficient to direct, coordinate, and oversee the acquisition, effective use, and management of information technology (IT). 4. Executive expertise in human resources management and development sufficient to direct, coordinate, and oversee human resources management activities in a complex organization. Desirable Qualification: - 5 plus years of Senior/Executive level leadership experience in a Law Enforcement, Public Safety, or Military organization with proven experience in managing large organizational units. - Experience with the application of federal Appropriations Law. - A Master’s, equivalent graduate degree, in Public Administration, Business Administration, or related field.
