Job Summary

The Budget and Finance Specialist is responsible for providing budget and finance support to ensure accurate and efficient financial operations within the House Sergeant at Arms (SAA) organization. This role encompasses financial analysis, reporting, and compliance. The incumbent is required to have knowledge of budget principles and financial processes, and all applicable legal requirements and governing policies.

Job Description

Job Requirements: Experience using financial software (e.g., Hyperion, PeopleSoft, FinMart etc.). Experience reconciling expense reports, invoices, and processing vouchers and payments. Experience presenting financial processes to divisions/departments. Experience managing participation in a travel or purchase card program. Preferred Qualifications: Project Management Professional (PMP) certification. Professional finance related certification. Experience applying U.S. House financial practices and policies. Experience coordinating budgets with divisions/departments and maintaining a multimillion-dollar budget. Experience creating budget reports and analyzing results using spreadsheet software. Bachelor’s degree in Business Administration, Accounting, or a related field, or equivalent experience. SPECIALTY Administrative Support - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production for the operation of a division or the Sergeant at Arms. Budgeting - Knowledge and application of the principles and practices of budget administration, including preparing, formulating, justifying, reporting on, and executing the budget. Resource Management - Knowledge of principles, techniques, and best practices related to financial, budget, contract, and inventory management and the ability to apply them to ensure persistent, responsible, and successful program operations. Work Schedule: Full-time, permanent. Monday – Friday, 8:30 a.m. – 5:00 p.m. Physical Requirements and Work Environment: This job is based in a typical office environment. Actual weight handled varies, but the role involves handling items including books, documents, and equipment weighing up to 25 lbs. The incumbent should be capable of meeting physical requirements, which may include sitting, lifting, bending, crouching, walking, and standing. Other Significant Factors: Job requires on-call support. Job does not typically require travel outside of Capitol campus. Job may be required to report to work in all conditions.
