Job Description
You may qualify at the GS GS-13 , if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below: Managing and integrating complex, multi-faceted operational programs (such as global force management, crisis action planning, or joint tactical communications operations). Executing deliberate and crisis-action planning to translate strategic requirements or Requests for Forces (RFFs) into executable force packages, deployment orders, or Concepts of Employment (CONEMPs). Exercising leadership over diverse, multi-disciplinary teams (which may include subordinate supervisors) AND demonstrating the ability to manage significant program resources, such as budget formulation, defense (PPBES/POM), or managing operational funding lines. Analyzing operational capability gaps (e.g., using DOTMLPF methodologies) and developing formal requirements, policy recommendations, or capability documents (such as UTCs or BOIs) for senior leadership approval Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0391, series as listed below: Education Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis. OR Experience Specialized Experience (for positions above GS-5): Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.
