Job Summary

You will serve as a HUMAN RESOURCES SPECIALIST (LABOR RELATIONS/EMPLOYEE RELATIONS) in the Labor and Employee Relations (LER) Department of COMPACFLT HUMAN RESOURCES OFFICE.

Job Description

GS-11 Grade level Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: working a range of Labor and Employee Relations (LR/ER) issues to include conducting comprehensive investigations for major adverse actions (such as suspensions and demotions), drafting proposed decisions, and developing complex agency responses to formal union grievances and Requests for Information (RFIs). Additionally, providing intensive advisory services to mid-level managers, assisting agency attorneys in preparing for third-party hearings (MSPB, FLRA, arbitrations), and participating as an active team member in labor negotiations by drafting proposals and contributing to strategy. GS-09 Grade level Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting with Labor and Employee Relations (LR/ER) cases to include interpreting standard clauses of Collective Bargaining Agreements (CBAs) for supervisors and employees and conducting initial fact-finding and research for routine union grievances, Unfair Labor Practice (ULP) allegations, or Requests for Information (RFIs). Additionally, drafting initial agency responses for review by a senior specialist, advising on basic corrective actions and performance issues, and providing technical guidance on standard leave, attendance, and performance management rules.
