Job Description
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing the full lifecycle of NAVFAC construction projects, including developing scoping estimates, designs/Request for Proposals (RFPs), and administering Architect/Engineering (A&E) and construction contracts in accordance with Federal Acquisition Regulations. Developing annual resource/budget allocations; developing fundable estimates for design labor and Independent Government Estimates (IGEs) for construction costs; providing technical analyses for construction requirements; monitoring, reporting, and aligning onboard staffing capacity/execution with production goals and resolving variances -- while maintaining fiscal accountability through the management of funding and post-award contract administration constructs, e.g. Design-in-Place (DIP) and Work-in-Place (WIP). Applying comprehensive knowledge of the federal government's public contracting process, including slate, selection, and contract award, for A&E and construction contracts, and claims resolution. Leading high-level meetings concerning project status and controversial matters, and communicating effectively, both orally and in writing, to align stakeholders and deliver facilities that meet critical warfighter mission requirements. Additional Information Continued: This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
