Job Summary
The position is located in the Office of Administration (OA). Space and Facilities Management (SFMS) provides planning, management, and direction of space and facilities management programs. In addition to management of real property, it manages the Safety & Health Program, building access, and facility emergency procedures. The Incumbent is responsible for the space management of all EOIR owned and leased facilities within the headquarters offices and immigration courts throughout the country.
Job Description
To qualify for the position of Supervisory Space and Facilities Management, at GS-1101-15, you must meet the basic qualification requirements listed below. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS - 14 level is required to meet the time-in-grade requirements for the GS-15 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. If your eligibility for both merit promotion and/or time-in-grade cannot be determined, your application will be rated ineligible. Please see Required Documents for additional information). Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year. FOR THE GS-15 LEVEL: Specialized Experience: Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-14 grade level in the Federal service, performing the following duties: Demonstrated experience providing program leadership and direction in developing and integrating multifaceted program operations. Knowledge of space management principles and techniques to analyze space requirements, evaluate their efficiency, and to plan ways to expand and improve space to meet changing needs and/or requirements. Skill to conceive, implement and lead a successful program of technical, administrative and professional staff in accomplishing day-to-day mission/operational support functions and in meeting short and long-term management program goals and objectives in a dynamic work environment. Ability to maintain harmonious relationships with varied organizations/persons to resolve problems and controversies related to space assignment, adequacy of building services, and priority of repairs, alterations, and other services. Experience participating in the development of annual program planning and the development of specialized programs, including long- and short-range objectives, formulating policies and guidelines, budgeting allotments, and integrating related management activities with other resources. Excellent communication and interpersonal skills to collaborate with diverse stakeholders and to effectively convey plans to all levels of the organization.
