You will serve as a Contract Specialst in the Contracting Division, Code 133000 of NAVAL RESEARCH LABORATORY.

Job Description

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NO-02 pay band (GS-5/10 grade level) in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Performing pre-award and post-award functions utilizing demonstrated knowledge of the Acquisition Field as documented by DoD INST 5000.58; 2) Applying acquisition regulations, procedures, and policies (e.g., the Federal Acquisition Regulation and its Department of Defense supplement, OMB Circulars, and other relevant directives and instructions) to complete contract award tasks; 3) Providing cost/price analysis, negotiation, and administration of contracts for services, supplies, and equipment to complete pre-award and post-award contract administrative functions; and 4) Communicating effectively orally and in writing. This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must have a comprehensive knowledge of procurement law, regulations, and procedures and the ability to conduct advanced planning, negotiation and administration of highly complex contracts involving R&D, specialized equipment and systems.
