SELECTIVE PLACEMENT FACTOR (SPF) FOR ENVIRONMENTAL ENGINEER (0819) SERIES: If you are applying as an Environmental Engineer (0819), you must be currently registered as a Professional Engineer (PE) in any state, District of Columbia, Puerto Rico or Guam. You must provide a copy of your current registration with your application. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Awarding and managing Navy environmental compliance, planning, conservation, and/or restoration contracts, including the development of contractor scopes of work/performance work statements, government estimates, funds management, processing of award through AMS, contractor proposal review and negotiation, contractor oversight, invoicing, performance assessment, and contracting officer representative (COR) duties. 2) Serving as a project manager for Navy environmental compliance, planning, conservation, and/or restoration projects, including requirements development, project data management through MAXIMO and ieFACMAN, funds processing and tracking, customer and stakeholder coordination, project schedule management, and environmental deliverable review 3) Providing guidance, coordination and technical expertise on Navy environmental compliance, planning, conservation, and/or restoration issues, including related Federal, state, and local environmental laws and regulations, DON and DOW policies.
