Job Summary

You will serve as the Senior Advisor, Finance located within the Submarine Direct Reporting Portfolio Manager (DRPM SUBS) Chief Operating Officer Office. You will serve as the organization's foremost expert and senior consultant on all matters of financial management, budget strategy, and fiscal compliance related to the portfolio management of submarines and undersea programs.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications: TQ 1: PPBE & Defense Budget Execution Demonstrated expert-level experience leading the full Planning, Programming, Budgeting, and Execution (PPBE) process for Major Defense Acquisition Programs (MDAPs), including development and defense of Program Objective Memorandum (POM) submissions, integration into the Future Years Defense Program (FYDP), and management of multi-appropriation portfolios. TQ 2: Fiscal Law, Audit Readiness & Financial Strategy Demonstrated expertise in federal fiscal law and DoD financial management, including appropriations law and Anti-Deficiency Act (ADA) compliance, leading Financial Improvement and Audit Readiness (FIAR) efforts to achieve audit outcomes, implementing financial systems/internal controls, and advising senior leaders on resource allocation and financial risk.
