Job Description
DA-05: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band (DA-04) in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate duties related to most of the following: 1) Leading the development, coordination, and authoring of complex procurement packages (e.g., writing Statements of Work (SOW)/Performance Work Statements (PWS), generating Independent Government Cost Estimates (IGCEs), or conducting technical evaluations of contractor proposals); 2) Managing comprehensive contractor surveillance and quality assurance (e.g., executing Contract Surveillance Plans, managing QASP compliance, auditing contractor invoices for proper labor/ODC charging, and formally accepting hardware, software, and data deliverables); 3) Conducting risk assessments, tracking complex contract funding levels and burn rates against ceilings to prevent overruns, and formulating corrective actions for performance delays or contract variances; and 4) Leading cross-functional teams, coaching or mentoring junior team members/CORs, and collaborating with senior internal and external stakeholders to resolve contract execution disputes. DA-04: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band (DA-03) in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate duties related to most of the following: 1) Assisting in the development of project plans or procurement documents (e.g., gathering data for Statements of Work or cost estimates); 2) Monitoring routine project or contract deliverables to ensure compliance with established guidelines; 3) Gathering and analyzing project data to identify issues and propose corrective actions; and 4) Collaborating with internal team members and external stakeholders to support successful project execution.
