As a Contract Specialist at the GS-1102-12/13, you will be part of the Acquisition Services Division, Office of the Chief Financial Officer, U.S. Equal Employment Opportunity Commission. This position has a positive education requirement. To qualify for this position, you must meet one of the basic requirements described below. Basic Requirements: You must have a FAC-C (Professional) certification and a 4-year course of study leading to a bachelor's degree with a major in any field; OR You must have a FAC-C (Professional) certification and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. IN ADDITION TO MEETING THE BASIC QUALIFICATION REQUIREMENTS ABOVE, APPLICANTS MUST HAVE SPECIALIZED EXPERIENCE AS LISTED BELOW: For the GS-12: You must have one year of specialized experience equivalent to the GS-11 level in the Federal service, which has equipped you with the knowledge, skills, and abilities necessary to successfully perform the duties of this position. Specialized experience includes participating in the planning, development, and execution of highly complex procurement actions supporting Agency-wide programs and mission requirements. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS- 12 level. For the GS-13: You must have one year of specialized experience equivalent to the GS-12 level in the Federal service, which has equipped you with the knowledge, skills, and abilities necessary to successfully perform the duties of this position. Specialized experience includes providing full pre-award and post-award acquisition support for the agency's most complex and mission-critical procurements. It also includes exercising signatory authority and managing a wide range of intricate contracts, interagency agreements, and acquisitions to ensure compliance with Federal requirements and support agency programs. Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS- 13 level. Applicants must meet all eligibility requirements (e.g., time-in-grade and qualification requirements) within 30 days of the closing date specified in the vacancy announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
