Job Summary

This position is located with the Bureau of Indian Affairs, OHCM BIA HR Operations. Incumbent to provide expert advisory services in the areas of employee and labor relations. If you have experience preparing disciplinary and adverse action letters; researching and interpreting case law; and administering employee grievances; this job could be for you! NOTE:ONE POSITION IS TO BE FILLED AND SALARY WILL BE SET IN ACCORDANCE WITH PAY SCALE FOR SELECTED DUTY LOCATION.

Job Description

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards) GS-12: To qualify at the GS-12 grade level, you must have one year of specialized experience at or equivalent to the GS-11 grade level performing ALL of the following: (1) provide technical guidance and advice to management on a wide variety of employee relations issues related to leave, performance and conduct; (2) prepare and present legally sustainable written adverse action materials for management on conduct OR performance based actions; (3) research MSPB, Federal case law and Agency policies for precedent setting decisions to interpret the intent of decisions to recommend and prepare disciplinary and adverse actions; and (4) research policies and procedures to assist management in the preparation of grievance responses of all step levels. GS-13: To qualify at the GS-13 grade level, you must have one year of specialized experience at or equivalent to the GS-12 grade level performing ALL of the following to include the experience required for the GS-12: (1) independently provide technical guidance and advice to management on a wide variety of uncommon or controversial employee and labor relations issues; (2) independently prepare and present legally sustainable written adverse action materials for management on conduct AND performance based actions; (3) research MSPB, Federal case law and Agency policies for precedent setting decisions to interpret the intent of decisions to recommend and independently prepare appropriate disciplinary and adverse actions; (4) research policies and procedures to assist management in the preparation of grievance responses of all step levels and types (administrative and negotiated); and (5) conduct management inquiries, fact findings and/or administrative investigations and produce summary reports on the matter investigated. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.
