Job Summary

You will serve as a MANAGEMENT ANALYST in the NAVAL FOUNDRY & PROPELLER CENTER of NORFOLK NAVAL SHIPYARD.

Job Description

To qualify for a GS-12, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience effectively supporting the NFPC Director and NFPC Director of Business Operations. Experience with the organizational structure and departmental roles and responsibilities both at NFPC and the rest of the shipyard. Experience applying knowledge of programs and strategic plans at NFPC and supporting commands (such as NAVFAC and PMS 397). Experience utilizing current databases to include DCPDS and the DPMAP performance management and pay pool processes and procedures. Experience with a wide range of management and administrative functions, processes, principles, practices, theories, techniques, and methods to serve as a management adviser. Experience applying analytical and evaluative methods and techniques to issues, proposals and studies related to missions, functions, programs, and operations, to provide effective management, resource and administrative support. Experience reporting, statistical, data processing techniques, including an expert working knowledge of graphics software (i.e. Power BI) and database management. Data collection and management duties require knowledge of privacy act requirements. Experience adhering to pertinent laws, regulations, policies, and precedents related to administrative issues, NFPC's policy documents and how they interact with, compliment or conflict with policies that apply for the rest of the Shipyard. Experience displaying knowledge of HR and Shipyard/detachment policies and in applying analytical and evaluative methods and techniques to issues, proposals and studies concerning the efficiency and effectiveness of missions, functions, programs and operations in order to provide effective management, resource and administrative support. Experience displaying skills in both oral and written communications needed to prepare and present recommendations and findings to top management officials, and to provide advice and assistance to personnel of all levels both internal to NFPC and external stakeholders. Experience applying experimental theory and new development as it applies to qualitative and quantitative analysis and knowledge enough to effectively monitor progress of management support programs. This includes personnel related processes, performance and awards management and payroll processes (including onboarding and retirement). The incumbent is the liaison for the workforce and so needs to not only know the appropriate regulations but also all the systems and support activities that will be able to address the situation.
