Job Summary

The position is located at the National Endowment for the Arts (NEA). The incumbent serves as the NEA's Deputy Chairman for Management and Budget (DCMB), reporting to the Agency Chairman. The incumbent serves as a member of the Agency's senior management team, providing leadership and direction in participating fully in the development, formulation and implementation of Agency policies and procedures, and accomplishment of the Chairman's policies and plans.

Job Description

If you are (1) currently serving under a career SES appointment, (2) eligible for reinstatement into the SES (this means you were previously employed as a Career SES employee and you successfully completed a one-year probationary period), OR (3) have successfully completed a SES Candidate Development Program (CDP) and certified by OPM, you do not need to address the ECQs in your resume. However, your resume must clearly state that you are a current career SES, eligible for SES reinstatement, or SES CDP certified and year of certification. Please DO NOT submit separate documents addressing the ECQs or MTQ(s). Only your 2-page resume will be accepted and considered. Any additional documents submitted will not be accepted. MANDATORY TECHNICAL QUALIFICATION (MTQ): Your resume must include accomplishments that address the MTQ(s). MANDATORY TECHNICAL QUALIFICATION (MTQ) 1: Executive Management of Administrative and Financial Operations: Demonstrated executive-level knowledge and ability to direct, integrate, and oversee complex administrative and financial management programs, including budget, finance, human resources, contracting, grants management, facilities, and administrative services in support of agency mission accomplishment. This qualification requires the ability to ensure compliance with Federal laws, regulations, policies, and strategic priorities while improving organizational effectiveness, accountability, and operational performance. MANDATORY TECHNICAL QUALIFICATION (MTQ) 2: Strategic Policy, Planning, and Executive Communication: Demonstrated ability to provide executive leadership in strategic planning, policy development, organizational performance management, and high-level stakeholder engagement. This qualification requires the ability to formulate authoritative positions on complex management and policy issues, represent the organization in negotiations and external engagements, and communicate effectively with senior government officials, Congress, and other stakeholders. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Mandatory Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and MTQs, you may not receive further consideration for the position. ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES CDP or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you must attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
