Job Summary

You will serve as a PROGRAM ANALYST in the PROGRAMS DIVISION, IW PRGMS REQUIREMENT & CAPABILITIES DIR of NAVAL INFORMATION FORCES.

Job Description

To qualify for a GS-13, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying analytical and evaluative methods and techniques to all aspects of current or projected programs for actual or potential effectiveness in achieving planned goals and objectives throughout a Command. Experience performing internal management reviews for financial program control of the programs. Detailed Knowledge of Navy Planning, Programing, Budget, and Execution (PPBE) processes and policies, procedures, and regulations to ensure that budget forecasts, estimates, and submissions conform to requirements, guidelines and program objectives. Experience applying qualitative and quantitative analysis methodology and engaging other organizations or agencies about matters related to C5I systems and Command Information and Technology (CIT) programs related systems. Experience demonstrating knowledge of the Navy Requirements processes to include and understanding of the relationship and roles of the Resources Sponsor, Type Commander, and Program Executive Office in the overall Requirements process. Detailed knowledge and skill in PM processes and duties to include familiarity with budgetary IT support systems such as Program Budget Information System (PBIS) Experience governing budgetary and financial policies, precedent setting decisions, methods, procedures, and regulations to forecast and oversee program funding activities with many different sources and types of funding to identify, analyze and evaluate funding problems and develop alternative solutions to meet program goals and objectives. Experience utilizing a wide range of qualitative and quantitative methods for the assessment and improvement of programmatic and budgetary matters associated with a program portfolio. Experience applying knowledge of mission, organization, and work processes of programs and knowledge of Flag-level staff officer skills that enable effective communication (orally / written) up-echelon to convey critical and/or routine information for decision and/or further action.
