Job Summary
You will serve as a Supervisory Program Analyst in the headquarters of Commander, Naval Air Force, U.S. Atlantic Fleet (CNAL) of COMNAVAIRLANT.
Job Description
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience, knowledge and skills establishing and maintaining effective working relationships with individuals having opposing points of view and conflicting interests and explaining a position while not criticizing other views or arousing damaging hostilities. Experience and mastery knowledge of DoD and Navy Planning, Programming, Budgeting and Execution (PPBE) system and POM process, as well as a detailed knowledge of the methodologies of these systems and the associated goals and objectives of the processes themselves as well as of the agencies applying them. Experience and mastery knowledge of aircraft and combat system capabilities, limitations, and associated CON OPS for operational employment. Experience and knowledge to review, plan, and assess the thoroughness of Warfare Capability Assessments. Experience, in-depth knowledge and expert skill in analyzing multiple, complex programmatic issues and program planning of future warfighting capabilities for the purpose of assessing program health, delivery timelines and capability to meet warfighting requirements. Mastery of a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness and a wide range of administrative laws and policies applicable to program planning is required. Experience and expert knowledge in the technical direction and management of analytical studies.
