Job Summary
You will serve as a HQ SENIOR PROGRAM ANALYST in the PLANNING, DESIGN AND CONSTRUCTION DIRECTORATE of NAVFAC OSF.
Job Description
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.) Mastery of advanced concepts, principles, theories, practices and techniques of program management and acquisition of MDAP NWS, including assessment of cost, schedule and performance, as well as risk management plans and strategies. 2.) Interpret DOD/Navy directives and regulations concerning the acquisition of major weapons systems to develop strategies and execute plans for determining and managing operational requirements (e.g., Joint Capabilities Integration and Development System (JCIDS)), developing and procuring new systems, and developing and programming for new shore F&I.3.) Applying policies and procedures governing contracts with private industry in order to develop procurement strategies and oversee contract performance in support of major procurement programs. 4.) Applying all phases of the Planning, Programming, Budgeting and Execution System (PPBES) in order to develop successful strategies, prepare effective Program Objective Memoranda (POM) submissions, justify, defend submissions, and manage financial resources.
