Job Summary

You will serve as a Construction Manager in the Captial Improvements Division of NAVAL FAC ENGINEERING CMD WASH. This position is being recruited for the Naval Facilities Engineering Systems Command (NAVFAC) and may subsequently be realigned under the Commander, Navy Installations Command (CNIC).

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: GS-13: In addition to the Basic Requirements and Selective Placement Factor (SPF) for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Reviewing and accepting of contractor administrative submittals such as schedules (both bar charts and networks), environmental protection plan, design and construction quality control plan, health and safety plan, accident prevention plan; and coordinate review and approval of technical "Government-approved" submittals such as shop drawings, product data, samples, design data, manufacturer's instructions, test plans/reports, certificates, and O&M data in a timely manner; 2) Monitoring available project budget and time constraints, including relevant cost and schedule growth metrics, and initiating appropriate planning and corrective action as necessary to ensure funding thresholds and impacts to operational needs are not exceeded; 3) Possess a keen understanding of schedules utilizing network analysis and the potential impact of modifications to the critical path; 4) Coordinating delivery, acceptance, inspection and installation of equipment; 5) Preparing contractor performance evaluations and processing awards for outstanding performance if applicable; and 6) Providing technical support for claims/disputes/terminations processing, negotiation and resolution. GS-12: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties:1) Assisting higher graded construction managers in overseeing or providing construction engineering support for capital improvement projects including military construction and facilities major renovations; 2) Managing multiple priorities and provide technical recommendations/solutions to complex problems encountered during the administration of the construction contracts; 3) Managing the contractor Requests for Information (RFIs) and ensuring timely responses; 4) Visiting construction sites to monitor progress and soliciting daily input from the Engineering Technician/Quality Assurance (ET/QA) representatives and CQC reports; and attending QC meetings including preparatory meetings involving critical work activities; and 5) Ensuring contractors are conducting monthly site safety self-evaluations and submitting the information with the pay vouchers/invoices. Selective Placement Factor (SPF): If applying for this position, there is a Selective Placement Factor which is current registration as a Professional Engineer (PE) or Architect (RA) in any state, District of Columbia, Guam or Puerto Rico.
