Job Summary
You will serve as a FACILITY OPERATIONS SPECIALIST in the U.S. Naval Observatory of NAVOBSERV.
Job Description
GS-12: Your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in Facilities & Safety Management: Deep knowledge of building management, maintenance, environmental regulations, and safety policies, specifically including OSHA and Navy safety instructions. Experience in Physical Security: Thorough understanding of DoD and DoN physical security programs, including access control, visitor management, and lock/key custodian responsibilities. Experience in Logistics & Administration: Experience with government logistics, including equipment inventory, hazardous material handling, and the Defense Reutilization and Marketing Office (DRMO) process. Experience in Contract Management: Capability to serve as a Contracting Officer's Representative (COR), including developing technical requirements and overseeing contractor performance. Experience in Independent Judgment: A demonstrated ability to interpret and apply a wide range of conflicting and often incomplete guidelines from DoD, DoN, and other agencies to make sound decisions.
