Job Summary
You will serve as a PROCUREMENT ANALYST in the Procurement MGMT Assessment Program (PMAP) of NAVAL FACILITIES INSTITUTE. The primary duty station for this position is Port Hueneme, CA. An alternative duty station may be considered, as approved by Human Resources Office (HRO), if suitable office space is available at a CONUS NAVFAC duty station. Job Description
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1) Performing pre/post contracting procedures; 2) Having general knowledge of Government-wide Commercial Purchase Card (GCPC), and mastery knowledge of Federal, DoD, Navy, and NAVFAC specific statutes, regulations, policies and processes; 3) Understanding of the NAVFAC organization structure; 4) Communicating recommendations through strong oral and written presentations including briefs to high level leadership both inside and outside of the organization on improvements to procurement processes and management/internal controls; 5) Serving as a group leader, facilitator, advisor, and mentor at all levels within the NAVFAC enterprise and beyond; and 6) Providing contracting community management practices and the NAVFAC Contracting Community Management Plan to include Defense Acquisition Improvement Act (DAWIA) policies, regulations and practices as they relate to the Contracting career field.
