Job Description
For the GS-13 position, in addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serving as an acquisition advisor providing comprehensive direct support on construction or facility support/services contracts; 2) Serving as a technical expert on broad range of contracting methods and contract types sufficient to independently perform pre-award, post-award, contract price/cost analysis, and other highly specialized or complex functions; 3) Assisting customers in the development of acquisition strategies for services and supplies over the Simplified Acquisition Purchase (SAP) threshold; 4) Utilizing skills negotiation strategies and techniques so as to be able to negotiate highly complex procurements of extensive services, new and/or innovative technology, and/or equipment. Specialized experience must demonstrate the following: 1) Providing contract procurement, administration and management support to the entire contracting team; 2) Identifying potential funding and production problems and initiates remedial or corrective actions; 3) Assuring contract compliance with cost accounting standards or Office of Management and Budget administrative requirements. This is a National Security Position. Incumbent must be able to obtain and maintain a TOP SECRET security clearance and access to U.S. National Security Classified Information is required at the SCI level. The incumbent must be able to obtain and maintain a TS/SCI security clearance based on a T5 or T5R Personnel Security Investigation (PSI) in the performance of the duties of this position, every 5 years when specifically required; Presidential Support Duty (PSD) approval is required. Prior to reporting for duty, the incumbent must be approved for Presidential Support Duty (PSD) in accordance with Department of Defense Directive 5210.55 (PSD Category II, minimum). Prior to selection, the applicant must be pre-screened for PSD suitability. The applicant must obtain and maintain PSD approval to remain eligible to hold the position.
