Job Summary

You will serve as a PROGRAM MANAGER in the Civil Engineer and Infrastructure Directorate (N46), located on the major military command staff of the Commander, U.S. Naval Forces Europe, Commander, U.S. Naval Forces Africa (NAVEUR/NAVAF), Capodichino, Italy.

Job Description

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Translating strategic guidance and providing thorough, accurate and timely input, in the form of discussions, briefings and other administrative products, to senior (up to and including Flag/Senior Executive Service (SES)-level) audiences. Demonstrating a wide range of program management, methodology and techniques sufficient to solve complex problems; recognizing future needs and initiating multiple efforts to achieve goals. Demonstrating knowledge in shore infrastructure planning, programming, budgeting and execution processes, to include the processes and operations of NAVFAC, CNIC, OPNAV, DoD and the associated governing laws, policies and standards. Possessing knowledge in facilities/utilities engineering principles and construction methods and understanding of environmental management, as it applies to the planning of shore facilities. Demonstrating knowledge and familiarity with acquisition/contracting processes; familiarity with application of leadership and supervisory principles; familiarity with Naval correspondence guidelines, office automation systems, and briefing techniques to produce and deliver effective briefings and correspondence for a high-level audience.
