Job Description
AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. AREA 1 = All permanent employee's members (NG T32/NG T5) within Puerto Rico Army National Guard. AREA 2 = All indefinite employee's members (NG T32/NG T5) within Puerto Rico Army National Guard. First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates). NOTE: NG T32 employee selected for this position will not have the right to return to their former Dual Status (DS) military technician position after conversion to NG T5. DUTIES: As a FINANCIAL MANAGER (NGT5133000), GS-0501-13, you will serve as the Chief Financial Officer (FM) for the state Army National Guard (ARNG). This position is responsible for meeting the congressional intent of the Chief Financial Officer Act. This Act updates the professional standards, responsibilities, duties, and fiduciary liability of the FM. Coordinates financial programs, which support the national and worldwide missions of the Department of Defense (DoD), by translating actions, both past and proposed, into meaningful and relevant information for use in the leadership and management decision-making process. Establishes the methodology for an effective and broad system of financial control ensuring the maximum utilization of all financial resources. Supervises professional, technical, and administrative personnel engaged in multifunctional tasks. SELECTED FACTOR: (Minimum Requirements) 1. Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included - or - was supplemented by 24 semester hours in accounting. The 24 hours may include up to six hours of credit in business law. NOTE: Copy of student/official transcripts or training certificates showing conferred Degree must be included in order to receive credit for education. Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the Resume. OR 2. Combination of Education and Experience: At least four years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. SPECIALIZED EXPERIENCE: Applicant must possess at least ONE (1) year of specialized experience at the next lower-level GS-08 position or the equivalent TWENTY-FOUR (24) months of specialized experience performing or supervising duties such as directing financial management policy of the ARNG military organizations and units; maintaining statutory responsibility for the proper obligation, accounting, disbursement, and administrative control of all federal funds; determining the impact; and implementing courses of action regarding projected DoD, Department of Army, National Guard Bureau, Inter-Service, and non-DoD governmental programs; ensuring the full disclosure of accounting information, sound reporting methods, and analytic interpretation of financial posture; establishing and directing financial policies to ensure compliance and enabling the optimum use and control of financial resources; serving as the principal financial advisor and the technical expert; providing advisory services through briefings, conferences, advisory committee meetings, etc, on a regular basis; advising, supporting and facilitating management decisions concerning financial considerations; assuring the AG's priorities are integrated in and supported by the financial plan; providing significant and critical input to the development of NGB policy; determining the significant impact of projected DOD, DA, NGB and other government programs affecting the state ARNG's fiscal policies; serving as the certification officer for all ARNG disbursements and is pecuniary liable for these disbursements; exercising supervisory personnel management responsibilities; advising and providing counsel to employees regarding policies, procedures, and directives of management. NOTE: This is a Financial Management Level II Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program. Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. Members of the financial management workforce are required to participate in the Financial Management Certification Program; therefore, achieving certification is a condition of employment. Members of the financial management workforce must achieve the appropriate certification level for their positions within TWO (2) years of notification of applicable certification requirements or the period of any extension. Failure to comply with this directive will result in terminated employment. Copy of successful completion of Financial Management (FM) Level I or II certificate must be submitted with your application.
