Job Description
AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. AREA 1 = All permanent Enlisted members employees (NG T32/NG T5) within Puerto Rico Air National Guard. AREA 2 = All indefinite Enlisted members employees (NG T32/NG T5) within Puerto Rico Air National Guard. First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates) To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor. Acceptance of any military technician position may cause the termination of entitlements and eligibility for all military bonuses and student loan repayments. TEMPORARY PROMOTION / INDEFINITE: This position is advertised against a valid man-year of an employee currently on an Active-Duty tour. If the employee does not exercise restoration rights, HRO MUST clear the Department of Defense (DoD) Priority Placement Program (PPP) prior to process the personnel action may become permanent without further competition, upon recommendation of immediate supervisor, or may be terminated at any time by management decision. An applicant selected for an indefinite appointment will occupy a full-time position without a specific time limitation. A technician NG T5 in this type of appointment does not work towards permanent tenure and can be terminated at any time with a 30-day notice. The permanent status of a current permanent employee NG T32 will not change in the event of a selection for a position that is being announced as indefinite. If a current permanent employee is selected, the position will be filled as a Temporary Promotion or a Change to Lower Grade. Employee serving under a temporary promotion may not retain a grade or rate of basic pay held during the temporary promotion. NG T5 employee selected for this position will not have return rights to their former permanent technician position after conversion to NG T32Dual Status. DUTIES: As aFUEL DISTRIBUTION SYSTEM WORKER (D2429000), WG-5413-6, you will manage fuel on behalf of the Defense Logistics Agency (DLA (at Wing Enclaves). Base service station, fuels information service center, mobile fueling operations and the financial account management for ground fuels and cryogenics utilized in support of motor vehicles, engine test cells, powered Aerospace Ground Equipment (AGE), generators and heating systems required to support the Wing mission and transient aircraft. PHYSICAL DEMANDS: Moderate physical effort is used in reaching, bending, turning, and moving hands, arms, feet, and legs to check and monitor fuel pumps, tanks, etc., and frequent lifting of objects weighing up to 50 pounds and occasional maneuvering of objects weighing up to 100 pounds. They may lift or carry items that weigh up to 23 kilograms (50 pounds). The heavier items are moved with assistance from workers or with weight handling equipment. The work requires considerable standing, walking, bending, working in cramped conditions, and climbing on tanks, rigging, and other equipment. WORKING ENVIRONMENT: Work is performed indoors in an office setting and outdoors with exposure to all types of weather. Drives in all types of traffic and weather and is exposed to the possibility of accidents. Subject to cuts, bruises and inhalation of toxic fumes. Required to wear protective clothing, such as gloves when handling POL products. Protection from weather is typically limited to building extensions, tarpaulins, and storage shed roofs. They follow safety regulations and use safety equipment to avoid possible hazards in the work area. GENERAL EXPERIENCE: Must be certified at the next higher level before being eligible for that level and must have a minimum of ONE year on-the-job experience in the grade immediately below the next higher level. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Applicant must possess at least ONE (1) year in the occupational series 5413 or the equivalent TWELVE (12) months of specialized experience performing or supervising duties such as serving as the point of contact for the receipt, storage, and distribution of POL products; utilizing Automated Fuel Dispensing System; dispenses bulk fuel and POL package products in both garrison and field environments; establishing accounts for serviced activities on each vehicle into the computer tracking system; reporting malfunction of equipment and interfaces with Ordering Official and commercial vendors; preparing, reviewing, and processing regular and special reports; performing petroleum accounting duties; making temperature and volume conversions to account for and inventory bulk petroleum; verifying the quantity and quality of petroleum products; taking, selecting, and submitting samples of bulk POL for laboratory testing; preparing and processing receipt and issue documents; operating motor vehicles to include sedans and pickup trucks to transport POL products; assessing, monitoring and reviewing assigned Self-Assessment Communicators utilizing the Management Internal Control Toolset program; planning, monitoring and conducting On-The-Job Training.
