Job Description
AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. AREA 1 = All permanent Technician Officers, Warrant Officers and Enlisted employee's members (NG T32/NG T5) within Puerto Rico Army National Guard. AREA 2 = All indefinite Technician Officers, Warrant Officers and Enlisted employee's members (NG T32/NG T5) within Puerto Rico Army National Guard. AREA 3 = Officers, Warrant Officers and Enlisted currently serving members of the Puerto Rico Army National Guard. First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates). To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor. Acceptance of any military technician position may cause the termination of entitlements and eligibility for all military bonuses and student loan repayments. DUTIES: As a TRAFFIC MANAGEMENT SPECIALIST (D1906000),GS-2130-11, you will manage and direct the daily Commercial Traffic Management Program for freight, equipment, personal property and passenger movements. Provides traffic management advisory services and formulates commercial traffic management policies. PHYSICAL DEMANDS: The work is primarily sedentary but requires some duties be conducted as necessary in physically demanding environments (i.e. rail heads, loading docks and ramps, etc.) WORKING ENVIRONMENT: The work is primarily performed in an office environment but on occasion has duties requiring use of personal protective equipment is required (i.e. rail heads, loading docks and ramps, ports, etc.) QUALIFICATIONS REQUIRED: You will lose consideration for the position if your application does not include all the information/documents requested on the vacancy announcement. GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with a knowledge of and understanding of administrative, professional, analytical, or other work relating to traffic or transportation programs or operations. Must be skilled in dealing with others in person-to-person work relationships. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Applicant must possess at least ONE (1) year of specialized experience at the next lower GS-09 level, or the equivalent THIRTY-SIX (36) months performing or supervising duties such as providing advice and guidance to a variety of military units and organizations on the efficient and economical use of transportation resources; furnishing guidance on transportation requirements to contractors; analyzing transportation characteristics of equipment and commodities for consistency of freight classifications; studying an installation's transportation or freight handling operations; analyzing transportation costs of items to recommend more efficient and economical storage, distribution, or stocking points; working knowledge of transportation requirements and systems for specific geographic areas and preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges.
