APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees at USPFO Resource Management AOC 2: NG employees in the USPFO (This includes Internal Revenue, Contracting, Supply and Services Division, and DPI) AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes M-Day Soldiers, Temporary Technicians and AGR Personnel) Military Grades: OFFICER O1-O5 WARRANT OFFICER WO1-CW5 ENLISTED E1-E9 Supervisor for this position is Ms. Sutcliffe. *NOTE: Accessioning into this position is contingent upon verification of Confidential Security Clearance GENERAL EXPERIENCE: Experience gained through work within similar financial program structures that support the Series' GS-0503 occupational functions, basic principles, and procedural concepts. For initial hires and promotion considerations, the candidates or employees must meet the specific graded-position's competencies (skill, knowledge, abilities, and behaviors). SPECIALIZED EXPERIENCE: Applicant must indicate at least 6 months of finance program experiences. Must understand the basic principles and concepts of the National Guard financial business program requirements. Should have finance program experiences along with competencies that provided knowledge of financial principles and procedures. Must have experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. Must have the specialized experiences in providing analysis, validation, processing and correction of financial transactions. Must have work experiences in the Defense Travel System (DTS), with the competencies to manage complex processes related to DTS. Experienced in how to use the correct lines of accounting for payment of Government funds. Experiences included a variety of analytical, technical, and administrative programs that were funded through a number of sources such as, reimbursable accounts and transfer of funds between organizations. Competent in the control and coordination of all required actions to support successful deployments, operation and management of DTS for all military soldiers and Civilian employees. Capable of maintaining a database of user information and controls user access to Privacy Act Information and travel documents. Coordinates with each tenant organization and/or subordinate unit to identify an Organizational DTA (ODTA) for managing each organization's fielding and operational DTS requirements. Experiences included participating or developing a training program for ODTAs and/or Authorizing Officials/Certifying Officials (AO/CO). QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. SPECIAL NOTE: Per the Merit Promotion and Placement Plan (MPP) if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Chapter 4 of the MPP.
