Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations, e.g., professional, philanthropic, religious, spiritual, community, student, social. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To be eligible for appointment, you must be a recent graduate who has completed, within the previous two years, a qualifying associate's, bachelor's, master's, professional, doctorate, vocational, or technical degree, or certificate from a qualifying, accredited educational institution with a cumulative GPA of 3.0 or higher on a 4.0 scale. A valid certificate program is post-secondary education at a qualifying educational institution equivalent to at least one academic year of full-time study, as defined by your university. The certificate program must also be a part of an accredited college-level, technical, vocational, trade, or business school curriculum. This position is being filled under the DOC Alternative Personnel System (CAPS). The system replaced the Federal GS pay plan structure. Under CAPS, positions are classified by career, pay plan, and pay band. Non-supervisory positions cap out at interval 3 of the band. The ZA-2 is equivalent to the GS-7/9 grade levels. To qualify at the ZA-2 level: SPECIALIZED EXPERIENCE: You must possess at least one year (52 weeks) of specialized experience equivalent to the GS-05 (or equivalent pay band) level in the federal service or private sector performing administrative, analytical, and technical support duties within a Human Resources Information Systems (HRIS) framework. Specialized experience includes: Collects, formats, and prepares routine information system metrics using standardized databases; Applies established guidelines and standard operating procedures to compile and track data; and Identifies and documents data discrepancies, formatting errors, or missing information. -OR- SUBSTITUTION OF EDUCATION: Superior Academic Achievement (SAA): You hold a bachelor's degree and meet specific academic honors. You can claim SAA if you meet one of the following requirements: GPA of 3.0 or higher out of 4.0 for all completed undergraduate courses, or those completed during your final 2 years. GPA of 3.5 or higher out of 4.0 for all courses in your major field, or those completed during your final 2 years. Class standing in the upper third of your graduating class or major subdivision. Membership in a qualifying national scholastic honor society. OR Graduate Education: You have completed one full academic year of graduate-level education (typically 18 semester hours) or law school. The field of study must be directly related to the position. -OR- COMBINATION OF EDUCATION AND EXPERIENCE: A combination of graduate-level education and specialized experience that together equal 100% of the qualification requirements.
