Job Summary
This position is located in the Architect of the Capitol, Office of the Chief Engineer. The selectee serves as an Architect or General Engineer with a specialty in construction specifications, process improvement, and developing policy or guidance documents.
Job Description
You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. It is available for your review on the OPM web site at OPM qualification standards Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-12) grade level in the Federal service. Specialized experience for this position must demonstrate all of the following: Progressive professional experience in the areas of construction management, contracting, quality control, and engineer/architecture design. Broad knowledge and experience developing and maintaining specifications for contracted construction, repair and renovation projects and services. Evaluating project performance, developing or evaluating lessons learned, proposing solutions to problems, and implementing project controls and process improvements. Developing and maintaining policies, standard operating procedures (SOPs), specifications and design documents and ensuring organizational compliance. Serving as a Contracting Officer's Technical Representative (COTR) or equivalent for construction or architecture/engineering design projects and related activities.
