Basic Requirements: All applicants must meet the following basic requirements: (Must be supported in Transcripts from an accredited institution, Resume and/or Applicable Certificate). A. A 4-year course of study leading to a bachelor's degree with a major in any field; OR B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Note: For positions at GS-7 through GS-12, applicants who are qualifying based on experience must possess at least one year of specialized experience at or equivalent to work at the next lower level, that provided the knowledge, skills, and abilities to perform successfully the work of the position, in addition to meeting the basic requirements in paragraph A or B, above. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. Selective Placement Factor(s): Selective placement factors are applied in the same manner as minimum qualification requirements. Relevant selective placement factor experience must be well documented in your resume. Failure to meet a selective placement factor will result in you not receiving further consideration. In addition to the minimum qualifications described above, you must meet the following selective placement factor(s): You must hold a Legacy FAC-C Certification (Levels I, II, or III), Legacy Defense Acquisition Workforce Improvement Act (DAWIA) Contracting Certification (Levels I, II, or III) or a Department of Defense (DOD) Contracting Professional Certification. Applicants must possess a FAC-C (Professional) or equivalent certification at the time of application. Copies of certifications must be submitted with the application to be considered. For GS-12: You qualify for the GS-12 grade level if you possess one (1) year of specialized experience at the GS-11 grade level or equivalent performing duties such as: Responsible for price/cost analysis, negotiation, and administration for services, materials, and equipment associated with research, development, testing, evaluation, and/or production activities of one or more organizations; Serves as the lead support to technical experts and advisors to management, customers, and contractors for assigned procurement area; Reviews requests for the procurement of complex supplies and services; and Analyzes the requirement, recommending revisions to the statement of work or specifications, as necessary, and deciding on the type of contract, milestones, and procurement plan. Qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
