Job Summary
The incumbent performs limited grants management analysis assignments that are developmental and recurring in nature including functions such as the following: assisting a higher-level specialist in carrying out a variety of tasks related to reviewing proposals in a limited range of areas, using a variety of standard guidelines and assisting in coordinating simple funding actions that begin the grant/agreements awards process.
Job Description
In order to qualify for a Grants Management Specialist, GS-1109 position at the GS-07 level, you must: A. Have completed 1 full year of graduate level education; OR B. Have 1 of the requirements for superior academic achievement based on a) graduating within the upper third of the graduating class in a college, university, or major subdivision such as the College of Liberal Arts or the School of Business Administration, based on completed courses; b) having a grade point average of 3.0 or higher out of a possible 4.0 as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; OR c) being elected for membership in a national scholastic honor society; OR C. Have 1 year of specialized experience equivalent to at least the GS-05 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: receiving grant applications and maintaining official grant files; maintaining records of grant expenditures and balances on hand and providing this information to program staff and other officials; compiling, summarizing, and reviewing program-related information in order to maintain project status and track program funds; providing applicants with information on various grant programs, including procedures for submitting proposals and the status of proposals; maintaining program reference materials for preparation of program reports and other administrative documents; OR D. Have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position. In order to qualify for a Grants Management Specialist, GS-1109 position at the GS-09 level, you must: A. Have completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related; OR B. Have 1 year of specialized experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks:Reviewing grant/cooperative agreement applications for compliance with administrative procedures: Providing information to applicants on the grant/cooperative agreement procedures and regulatory requirements. AND Drafting grant/cooperative agreement-related documents (e.g., award notices, status reports). OR C. Have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position. In order to qualify for a Grants Management Specialist, GS-1109 position at the GS-11 level, you must: A. Have completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related; OR B. Have 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1.) Evaluating budget justifications by assisting with financial/cost analysis. 2.) Tracking expenditures to ensure compliance with grant/cooperative agreement terms and conditions. 3.) Advising applicants or grantees on administrative issues (e.g., incomplete application). AND 4.) Developing grant/cooperative agreement-related documents (e.g., award notices, status reports). OR C. Have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.
