Job Summary

At the GS-11 grade level, you will plan and manage assigned grants and renewals. At the GS-12 grade level, you will manage Pre-Award and Post-Award activities and contribute to policy development and implementation. At the GS-13 grade level, you will coordinate a complex portfolio of grants, agreements, and technical special projects.

Job Description

You qualify at the GS-11 level, if you meet one of the following qualification requirements: A. completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related; OR B. 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1.) Evaluating budget justifications by assisting with financial/cost analysis. 2.) Tracking expenditures to ensure compliance with grant/cooperative agreement terms and conditions. 3.) Advising applicants or grantees on administrative issues (e.g., incomplete application). AND 4.) Developing grant/cooperative agreement-related documents (e.g., award notices, status reports). OR C. a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position. You qualify at the GS-12 level, if you have 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1.) Advising applicants and grantees on financial and business management issues. 2.) Monitoring grant/cooperative agreement-related budget to prevent lapse in funding. 3.) Teaching grant/cooperative agreement-related procedures and requirements to junior-level colleagues or management. AND 4.) Evaluating grant/cooperative agreements (e.g., reviewing reports, performing on-site visits) to ensure compliance with organizational policies (e.g., financial) and laws/regulations. You qualify at the GS-13 level, if you have 1 year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1.) Establishing budget for grants/cooperative agreements across an organization. 2.) Recommending funding approval OR changes to terms and conditions of grants/cooperative agreements. 3.) Negotiating with external stakeholders on terms and conditions for grants/cooperative agreements (e.g., budget, award period). 4.) Partnering with senior-level leadership (e.g., executives, directors) to implement and evaluate research or construction-related grants/cooperative agreements. AND 5.) Developing policies or procedures guiding all phases of the grant/cooperative agreement life cycle. You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
