Job Description
RESUMES MUST BE TWO PAGES (OR LESS). QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position. MINIMUM QUALIFICATIONS: At least one year work experience equivalent to at least the next lower grade level in engineering that demonstrates possession of a strong technical background in engineering activities and construction techniques, and extensive ability to research issues, provide quantitative analysis, brief senior staff; conduct detailed horizontal and vertical staff coordination internal and external to the organization, supervise personnel, and manage resources in a constrained resource environment AND one of the following 5 criteria: 1) Degree in professional engineering 2) Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico 3) Successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico 4) Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences that would be fully acceptable toward meeting the requirements of an engineering program 5) Successful completion of at least 60 semester hours of courses in an appropriate/related scientific field Supporting documentation is required to be uploaded for any items claimed for 1-5 above. All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education. Those applicants determined to be highly qualified will be referred to the hiring official for consideration. The highly qualified candidates may undergo an interview and reference checks. HIGHLY QUALIFYING CRITERIA: Demonstrated experience managing a large-scale, multi-faceted construction or facilities management portfolio with an approximate value of $750 million or more, encompassing the full project lifecycle from planning and design to execution and completion. Experience in the planning, programming, and execution of both appropriated (e.g., MILCON) and non-appropriated fund (NAF) construction programs. Extensive experience coordinating with a wide range of high-level stakeholders, such as senior military and civilian leadership, installation-level engineers, and external agencies (e.g., Army Corps of Engineers, OSD). Experience managing the overall operations of a directorate or equivalent organizational unit, to include program development, budget execution, personnel management, and strategic planning.
