Job Description
QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position. One year of specialized experience directly related to the duties described above. Qualifying experience must have been equivalent to the next lower level in the normal line of progression for a Director FMWR. Experience must reflect multiple FMWR program work. Possess demonstrated leadership and oversight of a successful profit generating medium/large business organization, ensuring programs and activities are managed and operated on a sound financial basis or demonstrated experience taking corrective action. Possess demonstrated ability to execute Human Resources Program, supervise personnel to include subordinate supervisors, and execute organization personnel management responsibilities. All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education. Those applicants determined to be highly qualified will be referred to the hiring official for consideration. The highly qualified candidates may undergo an interview and reference checks. Possess demonstrated experience representing multiple Garrison Commanders for Family and Morale, Welfare, and Recreation activities. Possess demonstrated experience providing oversight and management of a division level program such as Community Recreation, Business Operations, Child and Youth Service, NAF Support Management, Army Community Services for 2 years (separate from DFMWR role). Possess demonstrated experience in researching and developing policies with emphasis on programs and activities. Working knowledge of DOD policies, SOFA agreements, Army regulations, and baseline standards, ACRRO. Possess demonstrated experience in assisting with development of strategic program plans, assess program standards and procedures, analyzes for effectiveness, recommends appropriate changes and conducts actual execution for the designated programs. Possess demonstrated experience building and executing a budget funded through appropriate (APF) and non-appropriated funds (NAF). Possess demonstrated experience with sufficient internal control mechanisms installed for the Directorate of Family and MWR. Possess demonstrated experience in reviewing program priorities and developing a five-year plan covering projected programs of personnel, funds and facilities. Possess demonstrated experience in directing, developing and overseeing all phases of major construction projects: NAFMC, MCA, etc. (various funding sources). Demonstrating the ability to ensure design integration, identifying and ordering FFE, change requests and coordination with agencies to ensure timelines are met.
