This Highly Qualified Expert (HQE) at NORAD/USNORTHCOM serves as the principal advisor to the Combatant Commander on strategic facility and infrastructure initiatives. The role leads the planning, modernization, and sustainment of HQ facilities at Peterson SFB, ensuring operational readiness and continuity for critical North American aerospace and homeland defense missions.

Job Description

Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Strategic Planning: Leads the full lifecycle of campus facility development. Aligns infrastructure with mission priorities and readies mature, "on-the-shelf" designs for rapid construction. Engineering Standards: Drafts technical standards integrating architecture, IT, and safety codes (UFCs), while balancing operational needs with historic preservation. Financial & Contract Oversight: Advises on budget submissions (POM) and funding strategies. Acts as the Senior Technical Advisor to Contracting Officers to monitor contractor compliance and resolve technical disputes. Executive Counsel: Serves as the principal technical advisor to the Combatant Commander. Provides critical engineering data for high-level engagements (Congress, DoW, Air Force) and complex negotiations. Leadership & Mentorship: Drives cross-functional collaboration and mentors facility management staff, building sustainable, long-term engineering expertise within the command.
