Job Description
GENERAL EXPERIENCE: Performs work to consistently and continuously meet the intent of the Chief Financial Officer Act. Adheres to the professional standards, responsibilities, duties, and fiduciary liability of the Financial Management Programs. Provides general and specific comptroller policy guidance and is the delegated authority to make final decisions and commitments within broad parameters of financial management. The work involves duties and responsibilities as directed and in accordance with established policies and procedures, applicable regulations, directives and statutory limitations. Coordinate financial programs which support the national and worldwide missions of the Department of Defense, by translating actions, both past and proposed, into meaningful and relevant information for use in the leadership and management decision-making process. Requires a high order of analytical abilities; skills in applying problem solving techniques; and skills in communicating effectively both orally and in writing. Requires competencies in research, analysis, problem-solving, writing, and judgment gained through college education and expanded years of specialized experiences. Establishes the methodology for an effective and broad system of financial controls that commit the maximum utilization of all financial resources. May serve within a quasi-legislative body by developing questions for hearings, developing methods for evaluating new programs and forecasting potential program outcomes. Work may encompass command-directed advisory teams; and performs special studies, evaluations, or inspections. Provides management oversight and guidance to the budget formulation and execution of State National Guard budgets. Work requires supervisory, training, and mentoring duties for all assigned professional, technical, and administrative personnel engaged in multifunctional financial program tasks. Applies business processes to include performing systematic examinations and appraisals of financial records, financial and management reports, internal management controls, performance requirements, policies, and practices that affect and reflect the States' financial conditions. Directs a full range of critical tactical, operational, and strategic elements of the Financial Management Programs. SPECIALIZED EXPERIENCE: Must have 36 months experience, education, or training that provided in-depth knowledge of financial principles and procedures. Candidate must have a comprehensive understanding of the principles and concepts of the National Guard financial budget business program requirements. A candidate must have expanded experiences and training that demonstrates the abilities to lead, follow directions, read, retain, and understand a variety of instructions, regulations, policies, and procedures. Some positions at this grade level require at least 12 months of broadening finance, accounting, or audit program experiences in leading, planning and scheduling program work in a manner that promotes an even flow and distribution of assigning work requirements. Experiences may include training and guiding employees on finance programs and assigning tasks. Experience in structuring assignments that created effective and efficient procedures with measured and improved task processes.
