GS-11-Specialized Experience: One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes coordinating transportation operations involving defense cargo, military movements, and multiple modes of transportation during routine, surge, exercise, contingency, or emergency operations; applying transportation policies to execute transportation programs; and providing technical transportation advice to support transportation plans and operational requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education such as Transportation Management, Logistics Management, Supply Chain Management, Business Administration, Urban Planning, Public Administration or Geography (with emphasis on Transportation Geography) which demonstrate the knowledge, skills, and abilities necessary to perform the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-12- Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes managing transportation operations involving defense cargo, military movements, and multiple transportation modes during routine, surge, exercise, contingency, or emergency operations; analyzing transportation requirements and developing practical solutions to improve the effectiveness of transportation operations; and providing technical transportation advice to support transportation programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). For the GS-11 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). For the GS -12 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
