This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel in the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. Position may be filled at the WG-08 or the WG-10 grade level. About the Position: Serves as a Maintenance Mechanic accomplishing trades and labor work, within the Directorate of Public Works, Operations and Maintenance Division, Buildings and Grands Branch at Aberdeen Proving Ground, Maryland.

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Maintenance Mechanic ~ without more than normal supervision. FOR THE WG-10: I have the ability to perform the most difficult and complex tasks such as I have comprehensive journeyman level knowledge and practical skill across multiple mechanical, electrical, and construction trades. I can independently plan, lay out, install, troubleshoot, and overall electrical infrastructure up to 500 volts, power generation equipment, commercial kitchen appliances, and lightning protection systems using complex schematics and wiring diagrams. I have extensive knowledge of refrigeration cycles, EPA standards for refrigerant recovery and charging, and HVAC preventative maintenance. I can calculate dimensions, fabricate and modify complex piping networks (water, sewer, steam, bottled gas) as well as service lift stations and backflow preventers. I have journeymen level structural carpentry, masonry and metal roofing skills. I can operate heavy construction machinery e.g. backhoes, loaders, dump trucks with plows to clear terrain and maintain perimeter security. I am considered an expert and work with a high degree of independence. FOR THE WG-08: I have the ability to perform some tasks that I can work at least two trades such as electrical, HVAC, plumbing, or carpentry trades under supervision of a work leader or journey-level employee who reviews my work for completion. I can follow detailed instructions and use standard tools. Handle basic electrical repairs, switches, outlets, simple fixtures and assist with more complex systems. Perform routine HVAC maintenance, filters, belts, cleaning coils, and assist with minor repairs. Conduct basic plumbing tasks, cutting pipe, simple domestic water/drain repairs. Perform simple carpentry, painting, patching, and masonry under direction. Operate light equipment and may receive introductory training on larger machinery. Requires guidance for troubleshooting and trade method selection. Work leader or journey-level employee reviews my work for completion. - Failure to meet this Screen out Element will result in an ineligible rating. PHYSICAL EFFORTS: The duties require frequent moderate to heavy physical exertion. The employee regularly climbs ladders, scaffolding, and roofs; crawls into cramped spaces, manholes, and utility tunnels; and works in tiring or awkward positions involving stooping, kneeling, bending, and crouching for extended periods. The worker routinely lifts, carries, positions, and handles tools, pipe assemblies, building framing, cinder blocks, and mechanical parts weighing up to 50 pounds unassisted, and heavier items using hoists, lifting gear, or team lifting. Substantial physical stamina, arm-hand steadiness, and manual dexterity are required to operate heavy construction vehicles, hand and power tools, and precision diagnostic devices. WORKING CONDITIONS Work is performed both inside facility buildings and outdoors throughout the installation. The employee is routinely exposed to extreme outdoor weather conditions, including severe heat, cold, rain, and snow, while operating heavy equipment, clearing boundary terrain, or performing roof maintenance. The work environment frequently involves high noise levels, vibrations, grease, dirt, sewer gases, refrigerants, chemical fumes, and exposure to live electrical circuits up to 500 volts. The worker is exposed to potential hazards such as electrical shock, cuts, burns, falls from scaffolding or roofs, and injuries from operating heavy machinery. The employee must strictly adhere to safety directives and wear required Personal Protective Equipment (PPE), including arc-flash protection, eye and hearing protection, respirators, hard hats, and safety boots.
