About the Position: Serves as a Program Manager (Garrison Manager) at the Installation Management Command (IMCOM) Garrison at Yuma Proving Ground. Manages and directs garrison operations of a multi-mission tenant activity. Provides administrative program direction to various civilian directors and special staff involved in a wide variety of functional program areas. Formulates goals, policies, and objectives for the garrison.

Specialized Experience: One year of specialized experience which includes experience managing and directing installation support services directly affecting the accomplishment of a multi-service operation and a complex multi-mission military installation. Experience in providing program direction, objectives, strategies and evaluations for installation support functions, operations and activities that include financial management, contracting services, law enforcement and security, housing management, family and community activities, internal review, equal opportunity, and personnel functions, technical and professional services including public works, environmental, energy, fire and emergency services. Experience managing and evaluating the impact of operational factors, assessing fiscal soundness and taking appropriate action to ensure the operational success of installation programs and activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14). This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour. You will be asked to sign an agreement acknowledging that you are aware of the obligation and willing to be displaced under reduction in force procedures upon the return of the former incumbent.
