Additional information about transcripts is in this document. Basic Requirement for Supervisory Management and Program Analyst. To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized Experience: One year of specialized experience which includes: 1) Analyzing program trends to make recommendations on process improvement techniques; 2) Leading personnel to foster best organizational practices force structure management; 3) Developing policies to implement with management and personnel throughout the organization; AND 4) Negotiating solutions with customers to resolve any competing demands. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Education can NOT be substituted for experience. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted for the GS-13 grade level. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Applicants must confirm eligibility and minimum qualification requirements within 30 calendar days of the closing date of the announcement.
