Job Summary

Serves as the Morale, Welfare and Recreation Director of Submarine Base Kings Bay, for Fleet and Family Readiness (FFR) Programs within Commander, Navy Region Southeast (CNRSE). This position has the responsibility for the leadership, direction, management, productivity and cost effectiveness of MWR and Child and Youth Programs (CYP). The department provides a wide range of recreational and hospitality services for Active Duty Military personnel and their families, retirees and DOD civilians.

Specialized experience must demonstrate the following: Ability to exercise all delegated supervisory and managerial authority to the fullest extent possible with responsibility for accomplishing the designated mission. Ability to supervise and direct the work of other employees, monitor performance, and assure adequate internal control procedures are developed and operative. Knowledge of a wide range of the principles, concepts and techniques relating to the mission, vision, and functions of MWR programs. Ability to develop a thorough understanding of the mission and objectives in order to conduct in-depth, comprehensive analysis relating to actions, projects and programs, provide recommendations, and make decisions from an overall top management standpoint. Thorough knowledge of the organizational structure and relationships of short and long range planning in order to support numerous management programs and to integrate, fully coordinate, balance and monitor a wide variety of complex projects, actions and initiatives. Knowledge and skill in applying analytical and evaluative methods and techniques. Ability to plan, conduct and document a variety of comprehensive studies and reports. Knowledge of general business principles of financial management, including budgeting, cost and profitability, financial reporting, internal controls, auditing, and purchasing, for non-appropriated funds to ensure best use of resources and to plan for operating costs, major and minor construction, renovation, and capital purchases. Skill in presenting briefs and presentations. Knowledge in facility management to ensure all spaces are fully and properly programmed, utilized, maintained and when necessary, renovated or replaced. Ability to plan, schedule and supervise work to achieve the most efficient utilization of facilities, employees and equipment. Ability to solve, improvise, work under pressure and handle crises effectively. Skill in developing new methods, approaches, and procedures to ensure programs are kept current with patron desires, and full utilization of personnel and resources are consistently realized. Ability to interpret complex instructions, directives, and correspondence and to apply them to specific situations throughout the chain of command. Ability to effectively communicate orally and in writing. You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
