Job Summary
The Office of Inspector General (OIG), works within the U. S. Department of Transportation (DOT) to prevent or stop waste, fraud and abuse in departmental programs. This position is located within the Office of Inspector General, Assistant IG for Operations, Office of the Chief Financial Officer (CFO).
Job Description

SPECIALIZED EXPERIENCE For GS-11: At least one year of specialized experience equivalent to the GS-09 level in Federal service performing (obtained in either the public or private sectors) listed below: Monitoring, tracking, and reviewing obligations to ensure they are properly maintained, assisting in preparation of budget requests Reviewing and analyzing program fund requirements; and preparing budget reports Compiling and presenting financial data into work sheets, budget schedules, and other supplemental reports needed for budget and funding reviews Preparing analyses of proposed allotments to determine consistency with program and financial policies and plans; or preparing special reports on budgetary issues or budgetary planning OR Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related Transcripts: You MUST provide current up to date transcripts to support your educational claims. You must provide documentation or proof that your degree(s) is from a school accredited by an accrediting institution recognized by the Secretary, U.S. Department of Education, or that your education meets the other provisions outlined in the OPM Operating Manual. Learn more about educational claim provisions For GS-12: At least one year of specialized experience equivalent to the GS-11 level in the Federal service performing (obtained in either the public or private sectors) listed below: Preparing financial analyses to support the budget estimation process Working with the financial system and understanding its relationship to the budget process for reporting, analysis and review of programs Inputting and maintaining funding control data in the financial system, ensuring that the information is consistent with apportionments Assisting in the formulation and execution of budgets Analyzing and resolving complex budget problems; preparing preliminary budget estimates and reviewing justifications; managing financial processes Providing technical advice, consultation, and assistance to management on a range of budget program issues Competencies: Your resume will be evaluated on the following competencies in addition to the specialized experience as stated above: Technical Competence/Budget Administration - Knowledge of the principles and practices of budget administration and analysis; including preparing, justifying, reporting on, and executing the budget; and the relationships among program, budget, accounting, and reporting systems. Financial Management - Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization. Control of Funds - Knowledge of the principles, procedures, and requirements for maintaining control and accountability of obligations and expenditures for all appropriations and fund accounts (for example, revolving, non-appropriated, multiyear, and single-year appropriations). Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.
