About the Position: This incumbent will serve as a Contract Specialist performing a full range of pre and post award contracting functions within the OCONUS Contracting Division (CCQO), which is in the Acquisition Management Directorate (LEA), Headquarters (HQ), Defense Commissary Agency (DeCA).

Your overseas time served will not reset upon accepting this assignment. In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Contract Specialist A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, are also exempt from meeting this requirement. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To qualify based on your work experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience is defined as: Specialized Experience GS-11: Responsible for pre-award and post-award functions for a variety of supplies, commodities, services, equipment, and construction contracts and perform a full range of contract administration functions like prepare contract packages and perform market research. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service, GS-09. OR Combination of education and specialized experience: Three full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree and one year specialized experience equivalent to the GS-11. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
