Job Description
AREAS OF CONSIDERATION: The areas of consideration for this position, Title 5 Excepted Service, will be in the following manner and sequence: The FIRST area of consideration for this position will be candidates who match through the Priority Placement Program (PPP). The SECOND area of consideration will be Veterans' Preference (VP) eligible. The THIRD area of consideration will be all excepted permanent and indefinite temporary technicians within the ILNG. The FOURTH area of consideration will be all current Federal Employees. The FIFTH area of consideration will be all Federal re-employment eligible. The SIXTH area of consideration will be U.S. Citizens. SPECIALIZED EXPERIENCE: GS-12 Level - MUST possess at least one year of specialized experience equivalent to at least the GS-11 level that includes experience and training in the areas of finance, resource management, accounting, and/or audit programs, such as leading, planning, and scheduling program work to promote smooth workflow and even distribution of assignments; addressing employee performance issues and providing mentorship to support employee development; supervisory experience that included improving training applications for career development; applying working knowledge of equal employment opportunity; planning, programming, budgeting, and executing regulations, guidelines, and processes (DoD, DA, NGB, state, local, and other federal); executing NGB and state programs to ensure adherence to applicable statutes; applying comprehensive knowledge of NGB and state goals, objectives, and priorities; identifying, analyzing, and resolving a range of budgetary problems associated with program execution; using analytical reasoning to evaluate budgetary issues and develop alternative solutions to resolve conflicting goals and objectives; preparing and formatting financial documentation to support all budget processes; and applying public laws governing multiple ARNG and state program appropriations while using state and Federal accounting systems that administer CFMO programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
