Specialized Experience: One year of specialized experience which includes managing or administering health care delivery programs such as the Exceptional Family Member Program (EFMP) or similar medical screening programs; Analyzing health care program requirements to develop policies or procedures; Providing training and oversight to medical or administrative personnel on program policies; and coordinating with external agencies or medical providers to resolve complex health care administration or patient assignment issues. The OPM Qualification Standard provides the following examples: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
