Job Description
Applicants must meet all the qualification requirements, including education, and any selective placement factors described below within 30 days of the closing date of this announcement. Applicants for the Information Technology Management series, 2210 at the GS-12, GS-13 and GS-14 grade level must have Information Technology (IT) related experience which demonstrates proficiency in the following competencies: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. In addition to the experience above applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Specialized Experience (GS-12): Applicant must have one year of specialized experience equivalent to the next lower grade level (GS-11) which provided the applicant with the knowledge, skills, and abilities to perform the duties of this position. Specialized experience must demonstrate experience as an IT Specialist to include: (1) analyzing and interpreting healthcare data to identify trends, anomalies, or findings in support of program objectives; (2) using Structured Query Language (SQL) to query, manipulate, and optimize data within large-scale databases; (3) utilizing open-source tools, including Python and Git, to develop, manage, and version control data solutions; and (4) generating data products and reports for internal customers. Specialized Experience (GS-13): Applicant must have one year of specialized experience equivalent to the next lower grade level (GS-12) that provided the knowledge, skills, and abilities to perform the duties of this position. Specialized experience must demonstrate progressively advanced experience as an IT Specialist, including: (1) independently analyzing, synthesizing, and interpreting healthcare data to identify trends, anomalies, or findings in support of program objectives; (2) designing, optimizing, and executing advanced Structured Query Language (SQL) queries for large-scale, relational, or distributed database environments; (3) utilizing open-source tools, including Python and Git, to develop, manage, maintain, and version control data solutions and analytical tools; and (4) producing high-quality data products, dashboards, and technical reports for internal and external customers. Specialized Experience (GS-14): Applicant must have one year of specialized experience equivalent to the next lower grade level (GS-13) that provided the knowledge, skills, and abilities to perform the duties of this position. Specialized experience must demonstrate senior-level expertise as an IT Specialist, including: (1) leading the analysis and interpretation of healthcare data to identify trends, anomalies, or findings that inform program and organizational decision-making; (2) designing, optimizing, and executing increasingly complex Structured Query Language (SQL) queries for large-scale, relational, or distributed database environments; (3) utilizing open-source tools, including Python and Git, to develop, manage, and version control complex data solutions and enterprise analytical products; and (4) producing increasingly complex, high-quality data products, dashboards, and technical reports for internal and external customers and stakeholders. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week. Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.
