Job Summary

The Architect of the Capitol (AOC) has an exciting opportunity for an experienced human resources leader to serve as an expert and principal advisor regarding Federal employee benefits. This position is located in the Architect of the Capitol Office of the Chief Administrative Officer (OCAO), Human Capital Management Division (HCMD), Employee Benefits and Services Branch (EBSB).

Job Description

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. It is available for your review on the OPM web site at OPM qualification standards Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for this position must have at least 52 weeks of specialized experience equivalent to the GS-13 grade level in the Federal service. Examples of specialized experience include the following: Demonstrated subject matter expertise in management and administration of Federal Employee Health Benefits (FEHB) and Federal Employees' Dental and Vision Insurance Program (FEDVIP), flexible spending/savings accounts, Federal Employees' Group Life Insurance (FEGLI), long-term care, and federal retirement systems. Experience developing and delivering exceptional benefits presentations and employee benefits workshops. Experience administering or supervising a workers' compensation program. Experience providing expert guidance to leadership on high-impact employee benefits matters, interpreting statutes, regulations and OPM guidance, and making recommendations that support organizational objectives and agency-wide decision-making. Experience counseling employees on federal retirement programs and other benefits. Experience in developing well-written and well-informed correspondence, standard operating procedures, program materials and other documents regarding federal benefits programs and services. Demonstrated experience delivering effective and innovative work/life programs. Demonstrated ability to supervise, lead and inspire a talented group of employees toward meeting the organization's vision, mission and goals, and to drive a high-performance, high-accountability and results-driven work culture.
