Job Summary

This position is located at the headquarters level of FSIS, Office of Field Operations. Serves as manager of the principal staff to the Assistant Administrators (AA) of the Office of Field Operations and the Office of Investigation, Enforcement and Audit on matters related to program management, budget, human resources, workforce development, and administrative operations. Multiple programs may fill positions from this announcement.

Job Description

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in Grade: Current federal employees applying for a promotion opportunity must meet the time in grade requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. For the GS-14 level: Applicants must have one year of specialized experience (equivalent to the GS-13 level). Resume must demonstrate at least five of the following areas: Experience providing advice and direction to staff and organizational leadership on the development of policy guidance and procedures pertaining to formulation and execution of a large federal budget and annual staffing and utilization requirements of a large federal budget and annual staffing and utilization requirements of a large, geographically dispersed workforce. Experience providing budgetary, hiring, procurement, and logistical oversight critical to program objectives. Experience reviewing, analyzing, and evaluating staffing requests including submission of annual human resource allocation plan and changes to existing human resource allocation levels. Experience providing customer service and facilitating the timely completion of employee requests for assistance on the full range of administrative processing areas to meet their needs. Experience establishing and maintaining improvement methods and initiatives, processes and procedures that result in increased quality and cost-effectiveness. Experience gathering and consolidating data from multiple sources, identifying patterns and presenting the data to justify and defend needs to management.
