Job Summary

This position is in the U.S. Department of Education (ED), Federal Student Aid (FSA), Technology Directorate (TD). The Technology Directorate provides information technology services for all FSA systems, promoting the effective and secure use of technology to achieve FSA's strategic objectives through sound planning, investments, integrated technology architectures and standards, effective systems development, production support, and cybersecurity services.

Job Description

Minimum Qualification Requirements You may meet the minimum qualifications for the GS-14, if you possess the specialize experience, education, or a combination of the two. Specialized Experience for the GS-14 One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience in a lead role, practically applying knowledge of the Federal or equivalent organizational budget and acquisitions lifecycles and all relevant legal, regulatory, and policy guidance, to the operational and strategic management of budget formulation and execution programs. 2. Experience in evaluating federal or equivalent organizational financial programs and devising policies, procedures, or recommendations for improving their effectiveness, cost-efficiency, and/or ability to deliver organizational strategic goals and objectives. 3. Experience using best-practice methods and systems to manage multiple initiatives' or programs' financial and technology acquisition lifecycle activities, including independently preparing and curating required documentation, developing data-analytic products, and providing meaningful recommendations that align with Agency budget and financial processes while resolving identified challenges, issues, and risks. Skill in consistently and accurately managing the day-to-day budget formulation and execution work of major / Enterprise-level federal programs with constantly shifting priorities, and effectively communicating complex funding information with a wide variety of finance, acquisition, technology, and business stakeholders. 2. Skill in using a wide range of finance and cost-estimation methods and financial management tools/systems to analyze, author, and manage Federal budget requests and executions over multiple years and multiple programs, to formulate program budgets and ensure executions align with established financial records and/or annual plans. 3. Skill in accurately applying Appropriations laws, Acquisition regulations, technology capital planning and investment control (CPIC) requirements, Federal generally-accepted cost-estimation and accounting procedures, OMB budget and technology Circulars, Memos, and Manuals, and operational execution of the Federal budget lifecycle and Federal financial statement audit processes. 4. Ability in managing financial activities of multiple initiatives/programs, to analyze complex financial programs, effectively communicate needs, risks and mitigation, and devise effective and meaningful recommendations, and strategic and operational plans. 5. Ability to improve the effectiveness of Program or Agency Enterprise-level internal quality control, oversight, and risk-management operations by consistently establishing effective methods and procedures, and performance metric frameworks for budget/finance or technology acquisition programs.
