AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709", and is open to Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency Category 3: All current military members of the Florida National Guard; and Category 4: All individuals who qualify for membership in the Florida National Guard and are willing to become T32 Dual Status technicians. First consideration will be given to Category 1. PCS: Permanent Change of Station (PCS) costs, MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. [email protected] Military Grades: Enlisted: E4 thru E7 NOTE: Must be Financial Manager Level 2 qualified within 2 years of employment. GENERAL EXPERIENCE: Must have experience with financial management budget administration, budget formulation, and budget execution with a high order of analytical ability, providing management oversight and guidance to the budget formulation and execution process, performs work that follows established methods and procedures; using practical knowledge of the operations, procedures, and policies of specific program areas or functional assignments; and problem solving techniques and the ability to communicate effectively both orally and in writing. GS-07: Do you have 1 year equivalent specialized experience to at least the next lower grade level, have experience, education, or training of finance budget competencies that provided knowledge of financial principles and procedures, ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment and, typically learn to do the work through extended specialized experiences. GS-09: Do you have at least one year of specialized experiences at the GS-07 level or the equivalent which provides knowledge and/or experience, education, or training of finance budget competencies that provided knowledge of financial principles and procedures; candidate must have a good understanding of the basic principles and concepts of the National Guard financial budget business program requirements; experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures. MULTIPLE LEVEL RECRUITMENT: This position is being advertised using multiple level recruitment to allow for consideration of applicants with the basic skills necessary to develop to the full journeyman level of the position. If a less than fully qualified applicant is selected, the incumbent may be trained and developed until proficiency is gained to full journeyman level. If less than fully qualified individual is selected for this position, the position has potential to Grade____09__. STATEMENT OF DIFFERENCE: The purpose of this position is to provide on-the-job experience for the purpose of qualifying for the target grade level described in the position description. Work assignments are selected to provide training and experience in this occupation. The incumbent is required to obtain increased knowledge and skill in the duties of the position at the target grade level. Promotion to the full journeyman level position is not automatic with the completion of the time in grade requirements, but rather it is contingent upon the assignments and performance of full journeyman level duties on a regular and recurring basis.
