Job Summary

This position is assigned to the Non-appropriated Fund (NAF) Morale, Welfare and Recreation (MWR) Department; Fleet Readiness (N92); Commander, Navy Region Japan; NSA Singapore. The primary purpose of this position is to serve as the principal and staff supervisor for MWR programs, and is responsible for the planning, development, administrative management, operations and maintenance of comprehensive Quality of Life (QoL) programs.

Job Description

A qualified candidate will possess at least five years of progressively responsible experience as a key administrator or staff supervisor managing comprehensive Morale, Welfare, and Recreation (MWR) programs for Navy or other military branches Knowledge of the principles, methods, and techniques of business and public administration. Knowledge of CNIC's organizational structure, function, mission, and policy decisions affecting the organization. Knowledge of MWR mission, vision, and functions, including the goals, principles, and techniques required for program delivery. Knowledge of pertinent DoW and Navy regulations, instructions, and policies pertaining to Fleet Readiness Programs. Knowledge of APF/UFM and NAF financial management, including budgeting, financial execution, cost analysis, and business planning. Knowledge of general business principles for NAF, including profitability, financial reporting, internal controls, auditing, purchasing for capital improvements and renovations. Knowledge of NAF construction and facility management policies, including project submission requirements, funding limitations and the administrative procedures for overseeing major maintenance and capital improvement initiatives. Knowledge of Navy APF and NAF contract administration. Skill in the use of SAP financial management system. Knowledge of CNIC's EEO policy and procedures. Skill in providing oversight and strategic direction for a diverse range of MWR functional areas and programs. Skill in the use of Microsoft Office Programs (e.g., Word, Excel, PowerPoint, Outlook, Teams, SharePoint). Skill in resource planning and the oversight management of varied MWR functions to ensure best use of resources. Ability to apply analytical and evaluative methods to identify needs, trends, and performance measures. Ability to establish realistic long and short-term goals and objectives, set achievable deadlines and react quickly to changing priorities Ability to perform the full range of supervisory and managerial duties, including monitoring performance and ensuring internal control procedures are operative. Ability to plan, schedule, and supervise work to achieve the most efficient utilization of facilities, employees, and equipment. Ability to communicate effectively, both orally and in writing, including the interpretation of complex instructions and directives. Ability to persuade, motivate, and deal diplomatically but firmly with senior officials, often in an adversarial environment. Ability to develop and effectively deliver presentations or briefings.
